Over-Assessed – Across the country, in city after city, homes in low-income neighborhoods are systematically over-assessed relative to their actual market prices, while those in rich areas are under-assessed. The net result is a transfer of billions of dollars of tax burdens from rich households to poor ones. (Washington Post)

Housing Numbers – The single-family housing market was particularly strong in 2020. As of Q4 2020, home prices appreciated 10.8% year over year, according to the FHFA Home Price Index, and N.A.R. reported that monthly sales of existing homes were more than 20% higher, year over year, in Q4 2020. We attribute much of housing’s strength to the response of policymakers and consumers to the truly unique circumstances of the COVID-19 pandemic. (FHFA)

Chino Construction – A major construction project to widen Central Avenue at the 60 Freeway exchange in Chino begins today, and is scheduled to continue through the fall 2022, the San Bernardino County Construction Authority. Lane closures on the 60 Freeway between the on- and off-ramps at Central Avenue will take place from 9 p.m. to 5 a.m. Tuesday through Friday. At least one lane in each direction will remain open at all times.

Prop 19: Effective April 1

Your clients may be able to buy or sell and obtain the tax savings under Prop 19 as long as the corresponding sale takes place on or after April 1. Any such homeowner must be advised to speak with their own legal or tax counselor on their eligibility for property tax savings.

C.A.R. Clarifies Pro Act Labor Bill

C.A.R. has clarified the status of the PRO Act labor bill, known as H.R. 842, following an article in Inman News that raised questions about the possibility that the PRO Act could change REALTORS®’ ability to do business as independent contractors. C.A.R. continues to assist and support NAR’s efforts to maintain its members’ independent contractor option as lawmakers debate H.R. 842 and other bills that deal with this issue.
